DGS supports other state agencies in achieving their missions by managing state facilities, procurement, logistics and maintenance services.

DGS’s Office of Energy Performance & Conservation was attempting to identify opportunities to reduce the budget deficit for the State of Maryland.

Bithenergy implemented an Energy Management Information System to track and monitor energy usage. We set up the database system, input historical utility bill data to establish a baseline, and hosted and managed the database. Bithenergy inputs utility bill data on a monthly basis and analyzes DGS’s energy usage and spending.

During the course of this project, Bithenergy uncovered a billing error for SHA that lead them to recover $91,000 dollars from Pepco. Also, for fiscal years 2010 and 2011, DGS, along with the University System of Maryland, achieved savings of approximately $11 million, compared to comparable fixed price contracts.

VCU was attempting to monitor their energy usage using two different software packages. This included monitoring 200 facilities and their own steam plant. The university was also trying to track the productivity of the steam plant as an energy source that they resell to a third party.

Bithenergy implemented an Energy Management Information System featuring EnergyCAP to track and monitor energy usage. Bithenergy set up the system, hosts and manages the database and input historical data to establish a baseline. Bithenergy inputs data on a monthly basis and analyzes VCU’s utility bills. Bithenergy offers a solution to host and maintain a comprehensive utility bill and energy tracking database for the State of Maryland. Data is collected for all state agencies and aggregated in the database to identify energy and cost performance and savings opportunities. The data we collect and manage is also a tool for our client to monitor greenhouse gas emissions. Our services also aid the State of Maryland in the procurement of deregulated electricity and natural gas.

Our services to the Maryland Department of General Services has resulted in significant cost savings through identifying billing errors, retraction of taxes and fees, and rate schedule analysis. The Utility Records Management Services that Bithenergy offers for the State of Maryland relies heavily on obtaining data from various sources. With over sixty-five state agencies and hundreds of accounts payable offices and personnel, processes are not streamlined and result in missing data that impedes the efforts to report accurately on energy cost and spend. Bithenergy and the Department of General Services is currently working on a Utility Bill Centralization Pilot project. This project is an extension of the utility records management services to move toward a more streamlined and complete data collection and document management system for the State of Maryland. Bithenergy has built a SharePoint based solution that would serve as the central repository for State Utility invoices that can be accessed for the approval and payment process for Accounts Payable Offices. This process is an added workflow for which we transfer specified data points from utility invoices to create metadata tags that will allow users the ability to discover and find utility bills as needed. The process creates a more efficient and reliable method for maintaining documents in a uniform structure while simultaneously allowing the Bithenergy team to have a more complete data set for the State’s energy database.

Virginia Commonwealth University (VCU) & Virginia Military Institute (VMI) – Energy Management Information System

Bithenergy offers energy management services to VCU and VMI using EnergyCAP software. We collect utility data for our clients that we process through a custom workflow and store in the EnergyCAP database. From there, stakeholders can track and monitor cost, use, and emission performance. We offer a flexible solution that is user friendly and caters to the growing needs of fiscal governance. We provide support with building submissions for EnergyStar ratings to assist the client with tracking building performance and meeting compliance standards. Bithenergy also aids our clients with customized reporting needs. We offer multiple solutions to reduce rework and eliminate redundancy that reduces client efficiency. We provide a system in which the client can report with confidence and make informed energy decisions.

Housing Authority of Baltimore City (HABC) – Third Party Resident Utility Billing and Payment Services

The Housing Authority of Baltimore City owns and operates approximately 5,800 conventional public housing rental dwellings units throughout Baltimore City. HABC administers a Utility Allowance and Consumption Program (UACP) for electricity, gas, and water consumption across nine developments. The Bithenergy team provides a service to HABC and its residents to manage the billing and payment process of Excess Utility Consumption Charges. In partnership with American Conservation & Billing Solutions, we track resident utility use, generate and mail billing notices to residents, and track resident utility account payments. We offer easy and convenient payment methods including multiple locations that are in close proximity to the neighborhoods of residence. We offer a solution to HABC stakeholders that allows accurate accounts payable and receivable reporting. It is an efficient and effective method for HABC and its residents to maintain up-to-date utility information. We also work with HABC to provide energy conservation information to residents so they can make cost-effective choices on how they use energy in their homes.
